United Nations general comment No. 19 on public budgeting for the realization of children’s rights (UNCRC article 4)

This United Nations document, general comment No. 19 expands upon article 4 of the United Nations Convention on the Rights of the Child (UNCRC) which discusses the legal responsibility of nation-states to ensure all measures are taken to protect and fulfill children’s rights. The aim of the general comment is to guide nation-states in understanding their responsibilities under the Convention as related to public budgeting. Governments are obligated to prioritize the best interest of the child and children’s right to be heard when making decisions about the state management of public resources that directly or indirectly affect children. The document provides a number of recommended strategies for prioritizing child rights throughout various stages of the budgeting process.
